Section 32661
(a) Notwithstanding any other provision of this division, Sections 32635, 32639, 32641, 32643, 32645, 32646, 32647, 32648, 32649, 32650, 32651, 32654, 32655, 32656, and 32658 shall not become operative until the Legislature appropriates funds necessary to implement this division, or until a bond act approved by the voters of this state includes an allocation of funds for the purposes of this division.
(b) This division shall remain in effect only until January 1, 2010, and as of that date is repealed, unless a later enacted statute, that is enacted before January 1, 2010, deletes or extends that date.
